GIS Specialist

General Statement of Work:

The ideal candidate will analyze, design, and implement Geographic Information System (GIS) based solutions to meet the Engineering department’s needs. The GIS Specialist will maintain GIS datasets for all the District’s assets to include water and sanitary sewer infrastructure, a 27-hole golf course, and numerous properties within the District’s boundary. The GIS Specialist will also create custom maps when requested, complete various GIS projects, and assist with general office functions such as answering phones and helping the public. The GIS Specialist will work closely with staff to convert archival utility information and other as-built drawings into a comprehensive database to be utilized by all staff.

 

Duties:

  • Manages data; creates, maintains, analyzes, and ensures quality of data; creates new data layers for mapping projects; updates existing data sets to add features or information; ensures the accuracy of data from co-workers and outside sources; and organizes and arranges data for easy interpretation and accessibility.
  • Works closely with engineering staff to ensure that historical data is accurately recorded and archived in an accessible and easy to understand format.
  • Demonstrates solid understanding of GIS theory and applications; clear understanding of ESRI suite of geospatial software—ArcGIS Pro, ArcGIS Online, ArcCatalog, ArcServer, etc.; programming languages used in GIS, i.e. SQL, Python and Visual Basic; cartography and automated mapping; relational databases, statistics, physical geography, hydrology, and topography.
  • Must be able to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position; use technology, equipment and software typically used in the office environment; read and interpret engineering plans or reports, technical engineering specifications, standards, methods and procedures.
  • Provides technical support and training to GIS users in various aspects of the GIS software and database creation and use.
  • Coordinates and supports the collection and entry of GPS data collected by other departments and incorporates that data into the Enterprise GIS.
  • Refers to as-built drawings, easement documents, water main and sewer extension documents, county tax maps, contracts, policy and procedure manuals, codes, laws, regulations, publications, and reference texts, etc.
  • Create and maintain an easy to use “hyperlink” to all documents and information.
  • The GIS Specialist will perform some on-site construction observation of District projects.
  • The GIS Specialist will assist engineering staff in the administration and design of capital improvement projects.
  • This position will work with other staff members with varying degrees of GIS knowledge. This position must maintain harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment.

 

Desirable Training and Experience:

Minimum Job Requirements:

  • Bachelor’s degree with significant coursework in Geosciences, Geography, Spatial Sciences, Natural Resource Management, Civil Engineering, Computer Science, or similar field of study
  • 0-3 years of progressively responsible experience in the use of GIS and GPS technology
  • Possess a valid driver’s license.

 

Skills and Abilities Required:

  • Ability to design and build GIS datasets
  • Ability to use survey equipment
  • Ability to research legal and historic documents
  • Ability to work with and communicate with government officials
  • Ability to perform construction inspections
  • Ability to communicate and work effectively with contractors and staff
  • Basic understanding of water/sewer utilities and other capital assets

 

Working Conditions and Physical Effort:

 

  • Work involves moderate exposure to unusual elements, such as dirt, dust, fumes, smoke, unpleasant odors, extreme weather conditions, and/or loud noises
  • Moderate physical activity.  May require some heavy physical work; lifting, pushing, or pulling required of objects in excess of 50 pounds. 
  • Must be physically and mentally able to thoroughly complete the required tasks, in a timely and competent manner.
  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.

 

Salary based on qualifications and experience.

Range: $55,000 – $65,000 annual salary.

ASSISTANT COMPTROLLER

General Statement of Work:

Assist comptroller in maintenance and analysis of accounting books and records.

 

Duties:

  • Prepare water and sewer billing, maintain customer records, and prepare IWS reports according to Policy and Procedures.
  • Assist comptroller in preparation of accounting, financial and regulatory reports.
  • Assist comptroller in reconciliation of general ledger accounts.
  • Assist comptroller on special projects.
  • Process time cards, prepare payroll, maintain payroll records, and prepare payroll reports according to Policy and Procedures.
  • Research Payroll and IWS records for general manager, attorney, engineer, department heads and comptroller with knowledge and approval of comptroller.
  • Receive all cash receipts received at administration office or water drop box and deposit into appropriate fund accounts.
  • Electronically deposit all check payments.
  • Prepare reports of cash and check receipts for Treasurer and accounting department.
  • Customer service representative for retail water customers.
  • Perform other duties as assigned.

 

Desirable Training and Experience:

Minimum Job Requirements:

  • Bachelor’s degree in business or accounting.
  • Three or more years of financial experience.
  • Possess a valid driver’s license.

Skills and Abilities Required:

  • Good verbal and written communication skills
  • Ability to prepare payroll
  • Ability to process tax payments
  • Ability to perform AP or AR tasks

 

Job Type: Full-time, union position

Hourly wage based on union scale: $23.50 – $27.65
